What it actually means
The planned value: how much budgeted work was supposed to be done by now according to the baseline. It's the time-phased spending plan that earned value gets measured against — if BCWP lags BCWS, the program is behind schedule in earned-value terms.
Where you'll meet it
EVM baselines and variance reports; modern usage says "planned value (PV)".
