What it actually means
The Commerce Department regulations controlling export of dual-use items — commercial technologies with potential military applications — via the Commerce Control List. The gentler sibling of ITAR: many aerospace components and technologies have migrated from ITAR to EAR jurisdiction, changing (not removing) their control regime.
