Integrated Baseline Review
What it actually means
The joint government-contractor review, held shortly after contract award, that scrubs the performance measurement baseline: is the work all there, is the budget realistic, is the schedule achievable, are the risks identified? A weak IBR guarantees the earned value data that follows will be measuring progress against a fiction.
