Initial Operational Capability

What it actually means

The declared point where the first increment of a capability is fielded and usable by trained operators with support in place — not the whole buy, but enough to matter operationally. Programs define IOC criteria years in advance, and the definition's precision matters: vague IOC criteria get declared; precise ones get met.
