What it actually means
Both the life-cycle phase after fielding and the appropriation account that funds day-to-day operations — fuel, spares, civilian pay, repairs. The appropriation matters practically: O&M money expires in one year and can't buy investment items, and "wrong color of money" is a real way for a good idea to be unfundable.
