Performance Work Statement
What it actually means
A statement of work written in terms of required outcomes and measurable performance standards rather than prescribed tasks — the contractor decides how, the government specifies what and how well. The core instrument of performance-based service contracting, and harder to write well than a task list, which is why so many PWSs are task lists wearing a costume.
