Systems Engineering Management Plan
What it actually means
The contractor's plan for how systems engineering will actually be executed on a program: technical processes, review criteria, measures, tools, and how the technical effort integrates with program management. Its government counterpart is the SEP; a SEMP nobody opens after award was a proposal artifact, not a plan.
