What it actually means
A formal study comparing materiel solutions to a capability gap — including doing nothing — on effectiveness, cost, schedule, and risk before a program commits to one. A credible AoA looks at genuinely different approaches, not three flavors of the answer the sponsor already wants. It anchors the record showing a selection was made deliberately.

Early acquisition, between the materiel development decision and Milestone A; review boards will ask what the AoA said.
