What it actually means
The DoD's process for defining and validating warfighting capability requirements — the pipeline of capabilities-based assessments and documents (ICD, CDD, CPD) through which a stated gap becomes validated requirements a program can be built on. One of the three big decision systems, alongside acquisition (DAS) and budgeting (PPBE).
