KPP
Key Performance Parameter
What it actually means
A performance attribute so essential that failing it puts the whole program in question — each with a threshold (minimum acceptable) and objective (desired) value, validated by the JROC on major programs. KPPs are deliberately few; a requirements set where everything is "key" has no keys at all.
Where you'll meet it
Capability development documents, program baselines, and any Nunn-McCurdy-adjacent conversation.
