Measure of Effectiveness
What it actually means
A measure of mission success from the operator's view, independent of any particular solution — probability of detecting the target, casualties averted, tons delivered per day. MOEs judge whether the capability works in operational terms; measures of performance then track the system-level quantities the design controls directly.
