Measure of Performance
What it actually means
A quantitative measure of a system attribute — speed, range, detection probability under stated conditions, weight — that engineering can design to and test can verify. MOPs connect the operational measures of effectiveness above them to the technical performance measures tracked in design; a traceable chain from MOE to MOP to TPM is the sign of a healthy measures framework.
