What it actually means
The JCIDS document that translates a validated capability gap into the operational requirements — including the key performance parameters — that a specific materiel solution must meet. It's the requirements contract between the warfighting sponsor and the acquisition program: the KPPs in it are the ones a program can be cancelled for missing.
