Joint Requirements Oversight Council
What it actually means
The vice-chairman-led council that validates capability requirements for the joint force — the body that approves KPPs on major programs and adjudicates whether a service's wanted system meets a joint need. JROC validation is what turns a draft CDD into requirements a program is accountable to.
