What it actually means
Self-test capability designed into a system so it can detect and report its own faults without external equipment — power-up BIT, continuous BIT, and initiated BIT are the usual flavors. BIT coverage and false-alarm rate are real design requirements: a system that cries wolf trains maintainers to ignore it.
