What it actually means

The document that nails down an interface between two system elements — signals, connectors, protocols, timing, tolerances — so the teams on each side can build independently and integrate successfully. In DoD requirements circles the same letters mean Initial Capabilities Document, the JCIDS document that opens an acquisition; context disambiguates.
