What it actually means
A validated urgent need from a combatant commander for a capability gap that is causing or will cause loss of life or mission failure in ongoing operations — triggering rapid-acquisition authorities that bypass the deliberate requirements process. The MRAP vehicle program is the canonical JUON success story.
