What it actually means
The structured analyses (maintenance task analysis, level-of-repair analysis, provisioning analysis) that derive a system's support requirements from its design — producing the data that becomes manuals, spares lists, and training. The classic MIL-STD-1388 discipline; the modern umbrella is "product support analysis".
