What it actually means

Doing systems engineering in a coherent system model — requirements, structure, behavior, and parametrics as linked model elements — instead of a pile of documents that agree only by luck and heroic review effort. The model becomes the authoritative source; documents become generated views. The payoff is consistency and change impact you can query; the cost is tooling, training, and modeling discipline.
