Memorandum of Agreement
What it actually means
A signed agreement between organizations documenting specific responsibilities each party accepts — who provides what, who pays, who decides. Firmer than a memorandum of understanding (which records shared intent); on programs, MOAs govern things like shared test facilities, cross-service support, and interface responsibilities between programs.
